Omniscient Cardinal Araxoceras is one of the leading officials of the Senate of the Kodai Rakuen Gundan.  It is the Omniscient Cardinal's task to harmonize all of the various Senate members' meetings, plots, schemes and agendas with the Gundan's overarching goal.  While the Emperors and the Four Gods of Calamity officially outrank the Omniscient Cardinal, and theoretically can veto his proclaimations, none of them have ever found reason to do so.  Araxoceras can read minds to help him sniff out infiltrators, and can also devour the life force of any creature he touches with his many many tentacles.
